Agence Française de Développement (AFD) is a public establishment with a mission of general interest: to finance development. As a specialized financial institution AFD finances projects led by local public authorities, public enterprises, the private sector and associations on the five continents and in France’s Overseas Local Authorities. <Download the brochure>
Annual reports
In an international context disrupted by the financial crisis, AFD is continuing to support South countries and Overseas France. In 2008 its commitments rose by 25% to reach almost 4.5 billion euros, including 1.3 billion for Sub-Saharan Africa. Overseas France Report
With a total of one billion euros, AFD has considerably scaled up its commitments in the French overseas regions. Strategic orientation plan of AFD 2007-2011
A new strategy was required for AFD as a result of the development assistance reform and changing public policies in terms of France’s Overseas Local Authorities. This strategy is based on the orientations and success of the first strategic orientation plan (2002-2006) and also puts forward the changes required by the new context of aid. Registration document
As a specialized financial institution AFD is subject to the provisions of the Monetary and Financial Code. AFD’s accounts are certified by two auditing firms and come under the control of the Banking Commission, the State Auditor and financial market authorities. AFD enjoys a AAA rating from the Standard and Poor’s and Fitch rating agencies. This reflects its financial solidity and sound management. <Download the document> <Archives>
French aid for trade: support Trade for Development
Developing trade is a key lever for economic growth and poverty reduction, and in times of economic crises when protectionist tendencies find a new appeal, support to foster trade must remain high on the agenda. Adapting French aid to the challenges of a changing world
The current situation, marked by energy, food and environmental crises, underscores the global nature of development challenges in an uncertain economic context. Given the scale of the challenges, fresh impetus needs to be given to international cooperation, in terms of objectives, coordination and innovative approaches to resources and instruments. The international development community is adopting measures that are improving aid effectiveness, management and monitoring while identifying best practices for resource allocation, harmonization and alignment with partner countries’ priorities.
CEFEB's presentation brochure
In order to provide activities that dovetail with its financing mission, AFD also provides training for its partners. Based in Marseilles, the Centre d’Etudes financières, économiques et bancaires (banking, economic and financial studies’ center) (Cefeb) is a department specialized in training, institutional engineering and method and ability transfer.
